An integrative model for managing a multidisciplinary educational and rehabilitation institution for children with special educational needs

This article presents an integrative management model for multidisciplinary educational and rehabilitation institutions serving children with special educational needs and formation of a new culture of inclusive education in the Republic of Uzbekistan. The purpose of this work is to create, based on the unique innovative centers "Imkon," a highly effective system that provides comprehensive assistance – rehabilitation, educational, and social-developmental – taking into account the individual characteristics of each child. The model integrates pedagogical, psychological, medical, and social approaches aimed at effective organization of learning, rehabilitation, social adaptation, and inclusive development. The proposed model is based on the principles of adaptability, interdisciplinary collaboration, and sustainable development, while also emphasizing systemic coherence and integrity, accessibility and inclusion, social responsibility, and managerial flexibility. Special attention is given to the mechanisms for implementing management strategies and to the structure of an integrative inclusive educational environment, which encompasses inclusion and rehabilitation infrastructure, educational and rehabilitation programs, staffing, and social partnership. The implementation of new management mechanisms in the educational and rehabilitation cluster «Imkon» involves the formation of an integrative inclusive educational environment based on the triad of social partnership, an effective system of pedagogical support for children, and a functional rehabilitation support system. At the same time, pedagogical, psychological, social, and medical support mutually integrate, generating new socio-pedagogical and medical-rehabilitative effects. An important component of the model is the development of human resources potential, the enhancement of staff competencies, and the methodological provision of activities, which determines the stability and effectiveness of the management system. To evaluate and monitor the effectiveness of management mechanisms, the study employed approaches such as risk analysis, branding effectiveness assessment, communication and marketing strategies, SWOT analysis, key performance indicators (KPI), benchmarking, auditing, and others. This integrative approach ensures comprehensive support for the child, contributes to improving the quality of education, rehabilitation, and social inclusion of children with special educational needs and is a promising direction for the development of educational policy and practice in the Republic of Uzbekistan.Downloads
